Halfway house management is considered a new and growing occupation in Illinois because of increased emphasis on community residences stemming from deinstitutionalization policies. This guide advocates using existing curricula developed by other institutions which are applicable to halfway house management, such as human services, mental health, and business administration. A five-step curriculum development process is detailed which involves determining employer demand and student interest, establishing a curriculum advisory committee, deriving a set of job competencies, assessing resources, and finally constructing a course of study. The job duties and typical employers of halfway house managers are described, followed by a discussion of curriculum approaches. A survey revealed only one certificate degree program specifically designed for halfway house managers which was offered by Northern Essex Community College in Massachusetts. This curriculum is outlined, as is an alternative approach, the associate degree program which includes courses commonly given in community colleges and technical institutes and four courses tailored to halfway house management. A review of the resources required to implement a halfway house management curriculum covers an advisory committee, facilities, and instructor qualifications. Abstracts of 11 curriculum and instructional materials are provided, along with 5 additional references. The appendixes list schools and organizations which offer training related to halfway house management, consultants, organizations involved in halfway houses, and relevant journals.
