An evaluation of the Integrated Criminal Apprehension Program in San Jose, Calif., for the period December 1, 1977 through June 30, 1979 is presented.
Abstract
The evaluation covers the last 6 months of the Patrol Emphasis Program (PEP) and the 12 month-planning period for the Operational Support Unit (OSU) which followed. The PEP Patrol Allocation Plan involved the redistricting of the City of San Jose, the changing of patrol officers' working hours, and the adjustment of manpower time periods in accordance with the demand for patrol services. The plan resulted in a stabilizing of response times despite a 13 percent increase in calls for service, a 10 percent increase in officers' self-initiated activities, and a 26 percent rise in the number of traffic stops made. A community survey revealed that 70 percent of the respondents described their contacts with the police department as positive, 71 percent indicated that the police were doing a good job, and 70 percent felt the police were fair in dealing with the public. The OSU was a model for integrating decisionmaking and information collection/analysis/dissemination involving investigative assignments in particular and the processing of crime incident related information in general. The OSU is viewed as an attempt to alter information flows for increased police efficiency and effectiveness. Descriptions of program components are not included. A final section contains procedures and instruments for evaluating the OSU over the following year. Sample forms and questionnaires are included.
