Data on human services and unmet needs were collected from a variety of sources including agencies, social workers, attorneys, and citizens. Written questionnaires, interviews, and group meetings were employed. Collected data were compiled into eight area profiles, that included goal, service area description, problem description, service population, services provided, and unmet needs. Recommendations were developed from information contained in the unmet needs portion of the profiles. Adult corrections is designed to protect society and to treat and rehabilitate or contain violators and alleged violators so that they are prepared to return to free status in the community after the specified period of restriction. It consists of the three areas of detention, pretrial intervention, and rehabilitation. Service elements include pretrial release, probation, parole, and transitional care of ex-offenders. Community based corrections are currently being considered as an alternative to failing correctional institutions. Recidivism rates underscore the need for a suitable alternative. The Johnson County Jail, the Bureau of Community Correctional Services (parole), and Project HOPE, a halfway house for ex-offenders, serve the area population.
