This report documents the background and development of the Transitional Aid Research Project (TARP) for Ex-Offenders in Georgia and Texas and notes problems and difficulties encountered in implementing the project.
Abstract
This report on the Georgia and Texas TARP explores various judicial, social, political, legislative, and other issues involved in providing short-term financial and/or job placement assistance to ex-inmates newly released from prison, as did the Georgia-Texas endeavor. The aim of the TARP project was to test whether transitional monetary support (comparable in amount to weekly unemployment compensation) and job placement services would enhance rates of employment and reduce rates of rearrest among former offenders. The report's point to a failure of transitional aid to reduce recidivism as expected. Noting the complexity of the crime problem, however, the report conclude that financial aid alone was not sufficient to reduce the rearrest rate of the TARP releasee cohort. Followup research, in which economic assistance is tied to other treatments, is recommended. Footnotes and tables are provided. Attachments to this report include synopses of pertinent legislation introduced in the States, a report of an experiment on the impact of financial aid on the home conditions and family relationships of ex-offenders, newspaper editorials, American Bar Association memoranda, and other miscellaneous materials.
