This generalized planning model gives step-by step instructions and general guidelines for producing correctional agency or institution plans that comply with legislative mandates or agency or institutional goals for affirmative action and equal employment opportunity.
Abstract
The primary thesis of this planning model is that management will be successful in providing equity for the personnel in correctional agencies and institutions to the extent that it plans for the special needs, interests, and concerns of women and minorities entering careers in corrections while attending to the needs, interests, and concerns of those already employed in the system. The three chapters in the planning model tell how an agency develops a rationale for equity, how an agency assesses the need for equity, and how an agency sets goals and implements activities. The model can be used a number of times to produce a number of equity models for a particular agency or institution. Appendixes contain a description of the development of the generalized planning model and present sample forms for use in making equity plans. A bibliography of planning reference sources is also appended. (Author abstract modified).
