The report is part of a 10-part series dealing with various aspect of the treatment deliquents. The report summarizes research findings and is intended for use by with delinquent youth treatment. Specific topics covered include the development of institutions, the current state of the art, essential aspects of administration, trends, decisionmaking, and institutional program models. Also considered are types of formal organizations, systems analysis, evaluation, goals and objectives, performance appraisal, a practical evaluation design, and the institutional administrator. Data indicate that the administrator of an institution for delinquent youths is often expected to perform the functions of a school administrator, a business administrator, and a clinical administrator of a treatment staff. In addition, these functions may be performed with or without budgetary control and ultimate responsibility for personnel management. Another problem is that institutions for delinquent youths are part of larger organizations, such as child welfare departments and are therefore subject to multiple constraints and objectives.
