The model consists of a step-by-step guide in three components which tell how an agency develops a rationale for equity, assesses needs for equity, and implements activities. The rationale for planning is established by stating the justification for developing the equity plan and by stating basic assumptions. The needs assessment is made by projecting an equity ideal for an agency or institution, describing the existing situation, and determining the discrepancies between them. Assessed needs for equity in an agency or institution reflect what must be accomplished to implement affirmative action and equal employment opportunity programs and constitute the criteria against which evaluation can be made. The implementation component presents the blueprint for action by setting goals, subgoals, and objectives; describing implementation activities; providing a time frame and cost estimate; and identifying the person or position responsible for monitoring progress for each objective. A flow chart of the design and implementation procedure is included. The appendixes contain directions for users of the guide, a description of its development, and sample forms for use in making equity plans. A bibliography of 50 references is included.
