The activities and accomplishments of the New York State Consumer Protection Board during 1978-79 are highlighted.
Abstract
The board, which was created in 1970, is empowered to conduct investigations, research, studies and analysis of matters affecting consumer interests; initiate and encourage consumer education programs; and represent consumer interests before administrative and regulatory agencies. Four reports focusing on student financial aid, computer training programs, health insurance for the elderly, and defective cars were published by the board. Other activities included investigation of product warranties and apartment leases, conducting 90 infant safety workshops, advertising the New York generic drug substitution law, and filing for a regulation requiring open dating of food. Activities of the Utility Intervention and Energy Advocacy component of the board included saving utility customers about $100 million through intervention, preparing consumers and public interest groups for effective participation in electric rate cases, conducting an energy tour to discuss the effectiveness of State energy conservation programs, and opposing attempts by major private electric utilities to create a new energy monopoly. Also included in the report is a list of available board publications and budget and organizational information.
