Each of the program components is reviewed separately. The Crime Analysis Unit has established its credibility, implementing criminal information files and producing patrol missions, patrol memorandums, crime series analysis matrices, and strike force missions. A special documentation package has also been prepared describing the Crime Analysis System. In the course of the year, the unit has prepared a number of strike team missions and method of operation matrix comparisons, as well as crime specific bulletins. The Daily Confidential Bulletin, which contains local, State, and Federal criminal warrant and check-out information, has expanded its circulation so that almost every peace officer in the county receives a daily copy. The Career Criminal Coordination Unit has continued to compile names for a career criminal file and mug book. The Strike Force for control of violent crimes has conducted a successful sting operation and a decoy operation to halt strong-arm robberies. The Managing Criminal Investigations system has been implemented to enhance investigative efforts. The system uses a Case Management Receipt system with standardized solvability factors, a formal case screening process, a formal case management system for investigations, and a standardized case monitoring system for the Investigations and Juvenile Sections. Managerial improvements and a structured decisionmaking process are expected to lead to more effective operation of the investigation function. Both the Report Transcribing Unit and the Telephone Report Unit have increased the number of reports processed, relieving officers' burden of paperwork still further and improving the quality of reports. Finally, the Tactical Systems Unit has managed to reduce false fire alarms by 58 percent and to apprehend several robbers through the installation of alarm and surveillance systems. Several tables and a sample field interview card used for the criminal information files are supplied.
