Chapter one describes the political system in which offender and other types of projects are considered, approved, and financed by funding agencies. Chapter two presents 12 model projects in a standard grant proposal format consisting of a problem statement, objectives, methods for accomplishing goals, evaluation techniques, and staff job descriptions. The projects include a dental technician project, a diversionary and support services directory, a fiscal aide project, an independence center, an inmate and family assistance project, intensive counseling for juvenile offenders, a job seekers' association, an offender assistance project, a probation and parole aide project, a prerelease counseling project, a women's county correctional program, and a youth volunteer counselor project. Subsequent chapters list persons who may be contacted regarding the projects, discuss evaluation techniques for offender projects, and describe Comprehensive Employment Training Assistance (CETA) programs and the CETA organizational structure. The concluding chapter presents a brief overview of selected offender programs (such as a pretrial intervention program, a juvenile resource center, a weekender project, community sponsor and services programs, and a career exploration project) identified through a literature search. About 90 references are included. An appendix includes a glossary of CETA and criminal justice terms and a CETA prime sponsor survey form.
