A total of 6 of the State's 67 jail facilities were visited for evaluation purposes. An additional nine facilities were asked to complete a questionnaire on recordkeeping, physical plant characteristics, and written policies and procedures. The facilities visited represented 62 percent of Arizona's jail capacity. The facilities averaged about 70 percent compliance of cost standards. Compliance ranged from about 40 percent to about 95 percent. Insufficient staffing was the major area of deficiency. Average staff size was up to 30 percent under the standards. Staff training and lack of written policy and procedures manuals represented other major noncompliance areas. Insufficient cell size, lack of plumbing in cells, and special purpose cell requirements were major physical facility noncompliance areas. Cost for reaching total compliance with the standards was estimated at $46.3 million, the majority in physical plant upgrading costs. This estimate did not consider construction in process, growth in the inmate population, or absorption of additional duties by existing staff. Tabular data and a map are included.
