This final report summarizes the special organization and treatment techniques that were developed by the 1974 Complex Offender Project (COP), (Wisconsin), and documents what was learned about the complex offenders and the burden they place on society.
Abstract
This report is divided into three major sections. Section one describes the client group and the multidisciplinary approach taken to treating them. A case study is used to illustrate the intensive, comprehensive, behavioral treatment used with these repeat offenders with histories of psychiatric intervention and markedly inadequate adjustment to community life. The evaluative research is then reviewed and summarized. Comparisons over time between treated clients and a randomly selected control group show a significant impact on the community adjustment of treated clients and a resulting reduction in recidivism which persisted after treatment termination. These results are supplemented by evaluations of COP by other agencies and by clients. The final section summarizes COP results, places them in context, and notes that the project was successful in providing intensive community-based treatment to reluctant clients, although the State decided to terminate the program with end the of Federal funding.
