Based upon a 2-day tour of the facility in 1976 and subsequent hearings and a review of the facility's conditions, the following circumstances were found: an atmosphere of tension, anticipation, fear, and frustration pervading the institution and surrounding community; enforced idleness for the majority of inmates caused by insufficient work and training opportunities for inmates; and unprecedented levels of inmate population in the institution. The primary assignment of the subcommittee was to recommend ways to improve security at the institution. Some of the recommendations are to reduce maximum distances between guard towers and add tower personnel and equipment as needed; purchase high-velocity, low-recoil weapons and ammunition in sufficient quantity to maintain weapons in towers at all times; construct a firing range with simulated tower and fence for training purposes; and establish a weapons training program for all prison personnel and require requalification every 6 months. Because of the comprehensive deterioration of prison conditions, the General Assembly should enact legislation to create a special joint select committee to research and investigate the entire Ohio penal system. Also recommended is the creation by statute of a statewide Corrections Advisory Review Commission and citizens' advisory boards at each correctional institution. A floor plan is included.
