The principles of behavior theory, cybernetics, and systems analysis can be used to develop individualized, self-paced training programs that permit trainees to accomplish the desired objectives. Training modules can be developed by the following steps: (1) behavioral task analysis, (2) development of terminal performance objectives, (3) development of criterion-referenced tests, (4) synsthesis of terminal performance objectives, (5) development of instructional strategies, (6) development of materials and media, (7) development of evaluation instruments, and (8) field test and revision. The use of modular training alleviates scheduling problems by permitting individual training in place of group lectures, requires trainees to achieve minimum standards, allows the trainee to learn at his/her own rate, permits the instructor to use his/her time more flexibly, provides stable training content, and provides immediate feedback to trainees. An illustrative training module is provided which teaches officers proper procedures for processing a rape victim through the medical systm in accordance with procedures which obtain maximum physical evidence.
