The report evaluates the Central Wisconsin Shelter Care Project, an eight-bed shelter home to serve youths from Marquette, Green Lake, and Waushara counties.
Abstract
The shelter served 25 youths between June 1, 1977, and October 25, 1977. A total of 96 percent of all youths were placed in the shelter for status offense or nonoffense reasons, indicating that project staff have adhered to their original intake objectives. A total of 76 percent of youths admitted were from Waushara County; 16 percent and 8 percent were from Green Lake and Marquette counties, respectively. The project's average overnight occupancy rate has been approximately 34 percent, although during the last 2 months of operations this rate was slightly over 50 percent. The total average length of stay has been 15.2 days, with males staying substantially longer than females (an average of 24.9 days as compared to 8.2 days). The project effected a noticeable reduction of secure detention. Computed on a county-by-county basis, the results indicate that (excluding two cases remanded to jail from shelter) no status offenders were detained during the project period in either Green Lake or Marquette counties. In Waushara county, 13 status offenders were detained during the preproject period with 4 so detained in the project period. This amounts to a 69.2 percent decrease in the number of status offenders detained. The report includes statistical charts and graphs. A list of board members from the three counties is appended.
