The three models developed in phase one of the project were (1) a conceptual, generic instructional system operations model of the training process; (2) an instructional system evaluation model which includes summative, formative, and preinstallation program evaluation strategies; and (3) a correctional issues model focusing on valuative, policy, and practice issues in correctional personnel training. Workshops were conducted with correctional personnel at three sites in validating the models: a State-operated training academy; a State probation division responsible for local technical assistance, training, and advising on probation on a statewide basis; and a State institute for corrections training and evaluation. The dynamics of workshop activities were observed and participants completed questionnaires after the sessions ended. The instructional system operations model proved easiest to understand and use, the evaluation model was the most complex because many of the trainer-participants had a limited background in evaluation, and the correctional issues model proved confusing until examples were provided during small group discussions. The principal result of the workshops was a realization of the need to integrate the three models and to present their use in a holistic manner. The participants offered suggestions for improving the models' contents. Workshop presentation methods and training approaches are described, the model revision process is discussed, and recommendations for future study are given. Diagrams, flow charts, footnotes, and about 160 references are provided. Appendices include questions on the models and a copy of the workshop questionnaire.
