The study centers on the adjudicated delinquent, but also provides information on the serious youthful offender and the waiver to adult court. The first phase of the study began with a survey of relevant statutes in all 50 States and continued with a telephone survey of key persons involved in each State's commitment and release process. A speaker explains the variety of approaches discovered and explores some issues raised by the study, such as the use of release guidelines and due process.
