Abstract
The section covering the activities of the operations department as the largest and most publicly visible department of the force discusses innovative efforts to increase communications between police patrol officers and the community and the activities of special police support groups, such as the Dog Squad and the Police Air Wing. A section on crime development emphasizes major crime increases during 1978 (12 percent), especially in the number of serious assaults, armed robberies, and drug-related offenses. The emphasis on traffic department activities has been to reduce the number of deaths and injuries on Victoria's highways. The discussion explains the organization of the traffic operations group which forms the operational arm of the traffic department. Statistical information on various types of accidents and on punitive measures against traffic violators is also included. The activities of the personnel department included recruiting, training (inservice training and cadet training), transfers, promotions, and the systematic recording of personnel matters. Within the personnel department, new divisions including a special training sections, a benefits section, and the personnel assessment division were created to facilitate effective management. The services department concentrated in 1978 on the completion of police construction activities, the design and implementation of a computer-based patrol system, and the acquisition of required police motor vehicles. Numerous statistical tables, an index, organizational charts, footnotes, maps, and an outline of new legislation affecting the Victoria police are included.
