The goal of the Pre-Release Field Test is to identify and test a set of program components for county-based, correctional, prerelease centers and to determine if the prerelease center model being tested warrants replication. The prerelease programs to be tested have the primary goals of facilitating community adjustment and reintegration of prison and jail inmates whose incarceration has led to a breakdown of communication. Using the program currently implemented in Montgomery County prerelease training center (Maryland) as an example, the handbook examines the four components involved in program development: assessment, program design, implementation, and evaluation. Seven steps in program design are detailed, including stating goals, specifying objectives, choosing strategies, identifying major activities, locating resources, and developing implementation plans. Implementation strategies discussed concentrate on effecting changes in the behavior of those in the prerelease center. Evaluation formats and methodology are presented which relate program planning and design activities. Selected readings on such topics as principles of counseling, counseling theory and practices, communication skills, staff/inmate relations, and management are included. Much of the Montgomery County Guidebook for the Prerelease services division is included in the handbook to illustrate the topics. Forms, charts, and illustrations appear throughout.
