The handbook's instructions constitute standing orders, and violations are punishable. The centers provide assistance, guidance, and advice toward improved work skills, habits, and motivations. Mutual Agreement Programming is a negotiation process to develop a written contract between a resident and counselor, designed to identify and produce specific results in the interest of the resident's progress. General house policies regulate such activities as church and meeting attendance outside the centers, sports activities, meal arrangements, transportation, and resident executive committee responsibilities. A section on employment and finances presents guidelines for appropriate job conduct and establishes rules for residents' weekly banking and budgeting routines. The security management policies outline the centers' custody obligations, off limits areas, substance abuse monitoring, and conditions under which a resident is returned to the correctional facility. Privileges of the residents include visits by relatives and friends walking, supervised and unsupervised outings, and approved absences. The program guides the residents through four phases of increasing freedom and responsibility; the privileges involved in each phase may be delayed if residents cannot meet their responsibilities in an acceptable manner.
