This manual details the procedures and responsibilities of the divisions and officers of the Simi Valley Police Department (California) in managing and conducting criminal investigations.
Abstract
The responsibilities of the patrol officer in conducting the initial investigation are outlined. Six steps are suggested to insure a complete initial investigation: interviewing the victim, searching the crime scene, interviewing witnesses, teletyping the suspect's method of operation and/or identifiable property, arresting the suspect, and preparing all reports. The responsibility of the field supervisor is also detailed. Case screening, a critical procedural tool in conducting criminal investigations, is fully described, and the responsibilities of the watch commander are highlighted. Responsibilities of other units involved in criminal investigations and investigative support, such as the investigative support unit, the youth sevices unit, and the crime analysis unit, are also delineated. Codes used to designate the status of cases are presented and described. Seven appendixes include forms, worksheets, and organizational charts used by the Simi Valley Police Department.
