The major accomplishments and functions of the Kentucky Bureau of Corrections during 1980 are described.
Abstract
The bureau's administrative and fiscal affairs for the year are reviewed, and the duties of its Office of Institutions, Office of Planning and Development, and Office of Community Services are discussed. During 1980, the bureau began a comprehensive plan to upgrade the State's adult correctional facilities and to improve several programs neglected in the past. A $42 million capitol construction program was implemented, fire safety training and evacuation plans were established, libraries were upgraded, and both short- and long-term maintenance procedures were conducted. In addition, inmate programs were evaluated to determine if they were adequately meeting clients' needs. The bureau also implemented a systemwide classification process known as a 'Progressive Incarceration Plan.' Major organizational changes were made, and depopulation strategies were implemented. Finally, new regulations adopted by the parole board standarized the amount of time that must be served before inmates can make parole. A few graphs, charts, tables, and maps are provided.
