This report describes the activities of Pennsylvania's Bureau of Correction during 1976.
Abstract
Individual sections focus on the activities of the various divisions. Among the highlighted accomplishments was the establishment of the Nation's first formal complaint system for inmates on March 1. About 1,800 complaints were filed, and 62 reached the Office of the Commissioner under the inmate appeal right. On November 1 the first inmate compensation system was implemented in each of the State's eight correctional institutions. This system is designed to pay inmates an hourly wage for their time invested in meaningful work therapy, vocational training, and academic and treatment programs. In addition, the Division of Community Services was created; and a new women's community center in western Pennsylvania was opened. The failure rate for the furlough and prerelease program -- which was a problem in 1975 -- decreased from 3.5 to 0.05 percent with no failure in November, 1976.
