The functions of the South Carolina Probation, Parole, and Pardon Board are described, and statistics on clients and board activities are provided for fiscal year 1980.
Abstract
The introduction presents the basic philosophy of parole, probation, and pardon in South Carolina, along with the legislative provisions creating the Probation, Parole, and Pardon Board; an organizational chart of the board; a chart of the board's functions; and a list of board members. Following a statement of the criteria for parole and the conditions to be fulfilled by the parolee, statistics are provided on the number reviewed for parole; the number placed on parole; parole expirations, terminations, etc.; education classification of parolees; and classification of offenses. Conditions for probation are listed, and then data are provided on the number processed and received on probation; revocation; probation expirations, terminations, etc.; classification of offenses; and education classification. Data are also supplied on pardon applications considered, pardons granted, and applications rejected. Information on interstate supervision of parole and probation includes the number accepted by South Carolina for other States and the number accepted by other States for South Carolina. Agent activity is portrayed with data on probation and parole caseloads and investigations. Number of employees are provided in the categories of administrative, agent, support staff, presentence project, and Comprehensive Employment Training Act. Information is also supplied on turnover and State service awards. Training programs are described, and participation statistics are included. Budget information is outlined. Appended are legislation, Attorney General's opinions, and case notes bearing upon the operation of the board.
