When used in allocating manpower, the model works with three elements: overhead, reaction to incidents, and preventive patrol. Overhead represents manpower positions not generally available for patrol or answering calls for service. The allocation of overhead to districts is the prerogative of management. The remaining available sworn personnel are allocated according to certain statewide decisions based on the requests for service to be answered, the time spent handling various calls, the percentage split of discretionary manpower to minimum highway patrol and to crime prevention and law enforcement of rural areas, traffic density, and the size of the rural population as well as the number of other rural law enforcement officers available. The model allows allocation of manpower district by district. Management is able to select a series of constraints which more closely match their philosophy and prepare an allocation plan that reflects that philosophy. One figure and two tables are included.
