The Colorado State Patrol's implementation of a results management program which combines management by objectives and participatory management is examined.
Abstract
The article describes the goals of the patrol including accident reduction, fuel conservation, auto theft reduction, and motorist assistance; and provides a history of project implementation beginning with the funding of a management information system in 1975 and concluding with a projection of full program implementation by January of 1981. An implementation timetable also is presented. These phases include the initial or implementation phase which may take from 2 to 4 months or longer, depending on such variables as amount of exposure to results management, number of members involved, and geographic distribution of manpower. Additional phases involve the process of selling the program to other department members and the design of the program, including the steps of establishing management prerogatives, evaluating the organizational structure of the area of responsibility, and defining the role of all troop members.
