Data were gathered from committee meetings, visits to the juvenile detention facility and other juvenile institutions, and a survey of probation officers. The investigators found that the proper authority to be responsible for the administration of judicial services for juveniles is the juvenile court in each judicial district. The counties must pay transportation expenses for certain children, and the State can assume some responsibility by granting subsidies to local governments. Additional facilities for the placement of juvenile offenders and better court recordkeeping operations are needed. The investigators recommend that the counties be reimbursed for transportation costs, that judges and special masters hearing juvenile cases attend the National College of Juvenile Justice, that the probation subsidy from the State to each county be increased, that the legislature appropriate sufficient funds for the care of mentally disturbed delinquent and dependent children, and that the legislature establish a forest camp or similar facility for juvenile offenders.
