Ralph Salerno, the only police officer to serve on the President's Task Force To Investigate Organized Crime, defines and explains organized crime's structure to law enforcement officers.
Abstract
The film, part of a series chaired by moderator James P. Kelly, is recommended for the inservice training of law enforcement personnel. Salerno provides a comprehensive definition of organized crime and then demonstrates, by using a diagram, the evolution of organized crime from tactical and strategic crimes and illegal businesses to involvement in legitimate and big business and finally government. He also explains the functions of such organized crime participants as 'buffers,' 'money movers,' 'enforcers,' and 'corrupters.' A question-and-answer session is conducted with the assistant attorney general, State prosecutor, and a private attorney, from the State of Massachusetts. Both lecture and followup emphasize the average police officer's role as the key person in intelligence-gathering. (Author abstract modified)
