This report, based on responses to a 1979 questionnaire, compares the employee benefits provided by various Delaware municipal police departments.
Abstract
Half of the departments reported that their personnel constituted 100 percent of authorized sworn police levels. In general, females, blacks, and minorities were not well represented in sworn police departments, and females were better represented in civilian police positions. The average entry-level annual salary for police was approximately $8,800; the maximum was approximately $12,000. Only 43 percent of the responding departments offered longevity pay, and 47 percent said that they did not have pay plans for years of service. The average annual vacation length was 9 days or approximately 2 weeks. Most departments offered a retirement program with little or no employee contributions required. Life insurance was minimal, ranging from $5,000 to $10,000 on the average. Two-fifths of the departments offered 100 percent hospital insurance coverage for officers and their families and slightly over half of the departments were covered by false arrest insurance. Most departments allowed 12 sick days a year, and 57 percent of the departments did not specify a maximum accumulated sick leave policy. All departments provided uniforms.
