Abstract
Photographs and organizational charts accompany discussions of the responsibilities charged to the department's executive section, primary and secondary police services, and support services. The emphasis in 1980 was on responding to cases of sexual assault. Encouraging victims of this underreported crime to report the offense was an ongoing effort of the department. In addition, more effective procedures were developed to address problems related to drug abuse, including alcohol abuse by juveniles, and foot patrols were expanded in the downtown area to respond to citizen concerns with the increase in deinstitutionalized mental patients in the area. Also developed was a staff inspection program to monitor courtesy and effectiveness of departmental personnel. Other programs undertaken during the year involved professional competency tests, enforcement of school crossing speed limits, team planning, affirmative action, security audits, and the 911 telephone system. Operating expenses and crime statistics are furnished.
