This manual is designed to provide an ongoing resource to assist runaway youth projects in developing the skills, processes, and activities and documentation required to enable them to conform to the Program Performance Standards established by the Youth Development Bureau for its funded projects.
Abstract
It provides models of program components which projects can replicate or modify to assist their efforts in program development. The manual is divided into 14 sections, 1 for each program Performance Standard, and a final general section on organizational values and development. Of the 13 standards, 8 relate to service components (outreach, individual intake, process, temporary shelter, individual and family counseling, linkages, aftercare services, and case disposition), and 5 relate to the administrative functions of activities (staffing and staff development, youth participation, individual client files, ongoing planning and board of directors/advisory body). Each section of the manual includes an introduction to the standard, including information to aid in conformance and concepts and definitions to assist in understanding the standard. It also includes a problem and solution chart to serve as a reference tool enabling projects to refer to a list of common problems with the standard and to find one or more suggested items to aid in devising solutions. Also included are tools and models for each standard; models are solutions such as program components, training designs, or procedures, and tools are 'how to' and informational items. Appended to several of the sections are references and names and addresses of grantee programs. Sample forms, charts, footnotes, and other illustrations are provided. (Author summary modified)
