The report lists members of the ICAC directorate, mentions the duties and members of ICAC's advisory committees, and describes each ICAC department, including the operations department, the corruption prevention department, and the community relations department. In 1980, ICAC investigations resulted in a record 333 people taken to court for offenses of corruption or those related to corruption. Of the 1,772 reports of corruption received by ICAC, most alleged that offenses were committed by persons in government departments; complaints involving the private sector increased to a record 534. The percentage of corruption complaints against the police was 29.5 percent, a drop from the 38.1 percent recorded in 1979. Descriptions of several cases investigated in 1980 are included, and legislation affecting ICAC is outlined. The numerous appendixes depict the organization of each ICAC department, analyze personnel strength, provide expenditure statements, present additional data on corruption and noncorruption cases reported and investigated, describe ICAC studies conducted in 1980, and discuss ICAC community relations efforts. Also appended are graphs, pie charts, and descriptions of special programs initiated by ICAC local offices.
