Policy, regulations, and procedures for maintaining criminal offender record information by a Minnesota county correctional facility are presented.
Abstract
The policy statement indicates that a county correctional facility has the twofold responsibility of ensuring the privacy and confidentiality of criminal offender record information (CORI) in accordance with law and ensuring proper access and dissemination to persons or agencies legally eligible or authorized to receive such information. The procedures described in this manual are intended to provide appropriate employees with (1) clarification of regulations governing the access to and release of CORI by defining the various types of information and persons eligible to receive such data, (2) institutional procedures applicable to manual record information systems used in county correctional facilities, (3) instructions for identifying CORI and those persons or agencies eligible for access to it, (4) procedures for handling routine requests for offender record information from both inmates and outside inquirers, and (5) a clear understanding of the employee's role and responsibilities in handling CORI to ensure its confidentiality and right of access. Forms to be used in the procedures described are appended.
