This 1980 annual report is presented for the Virginia Criminal Justice Services Commission, which has the primary mission of formulating and administering minimum training standards for criminal justice officers and private security personnel in accordance with the Code of Virginia.
Abstract
The Commission currently coordinates and supervises 10 mandated training programs for criminal justice and related personnel throughout the State. Some of the programs conducted in 1980 were (1) two 40-hour programs on the psychological and investigative aspects of sex crimes, (2) a pilot program for experienced law enforcement and criminal justice personnel assigned to teach topics in law enforcement training programs, (3) an executive development seminar designed to assist police chiefs throughout the State in developing and expanding their managerial skills while complying with mandated standards for inservice training, (4) first line supervisors training, (5) a criminal justice instructors' school, (6) an annual training director's conference, and (7) a firearms instructors' retraining seminar. In addition to these programs, the Commission continues to sponsor instructor development schools in firearms and defensive tactics, basic criminal investigation, and several other specialized programs. In accordance with legislative mandates, the Private Security Services Advisory Committee worked closely with the Commission in matters related to the private security industry. The Commission also administers rules and regulations regarding the collection, storage, dissemination, privacy, and security of criminal history record information. Activities in this area during 1980 are briefly described. Tabular data are provided on the Commission's training activities.
