Although the growth in the business of the courts slowed down during the year, its resources are still limited. The length of time that elapses before a civil or domestic case can be heard is a minor problem. The increases in the number of judges of the Court of Appeal and the Supreme Court and the growth of the Magistracy should effect some improvements. In addition, the number of convicted prisoners in penal institutions leveled off and even declined slightly during the year. In contrast, the number of inmates held awaiting trial has substantially increased and is high by New Zealand standards. The facilities available for remand inmates are often inadequate so that these prisoners are often in worse condition than those already convicted. One law reform measure passed during the year was the Human Rights Commission Act, with provisions proscribing sex discrimination and calling for equal opportunities in other areas.
