The extent of white-collar crime being committed in North Carolina is not reasonably known.
Abstract
Local law enforcement agencies do not have sufficient resources to investigate most white-collar crimes. The Special Investigation Division of the Department of Justice needs additional State Bureau of Investigation agents if it is to investigate adequately the bulk of white-collar crime in the State. Local prosecutors lack the time needed to prepare and prosecute complex white-collar crime cases. The Consumer Protection Division of the Department of Justice needs to make more frequent use of radio and television announcements that warn consumers of recurring frauds. The North Carolina Criminal Code Commission will submit a legislative proposal to revise criminal laws in North Carolina. The proposal will provide for criminal liability for the broad range of acts that are now designated as white-collar crimes. A ratified bill is appended.
