Phase 2 was a continuation of a program that started with the Patrol Emphasis Program (PEP) in July 1976. Data were gathered by means of observations, reviews of ICAP reports and files, and interviews with department personnel. Notable achievements of the department included the development of a new offense report form to improve both the quantity of data collection, the reorganization of the communications unit, the implementation of the automated information support system, and the formalization of a system for setting priorities among calls. Other achievements included the implementation of a telephone reporting system, the development of policies and procedures for directed patrol operations based on crime analysis data, the provision of training programs for both supervisors and officers, and the development of a manual for managing criminal investigations. Detailed analysis and conclusions are presented for each area of the ICAP program. Tables and figures are also provided. Appendixes present sample outputs of the crime analysis unit, the manual for managing criminal investigations, and monthly and quarterly evaluation and progress reports.
