This report evaluated the effectiveness of the Austin Police Department (Texas) in implementing the Integrated Criminal Apprehension Program (ICAP) in terms of whether ICAP data have resulted in patrol operations improvements and increased criminal convictions.
Abstract
Monthly site visits, interviews, and recorded observations and documented activities of the ICAP and department staff were used in the evaluation. Findings indicate that the crime analysis unit continued to provide useful information to patrol and investigative personnel and has addressed specific problems and issues through participation in the Crime Reduction Committee. Supervisor training programs were successfully completed, and the department's performance evaluation system, to promote more objective performance ratings and career development, is in its final stages. Camera surveillance and signal alarm equipment was acquired and installed in various locations designated by the crime analysis information. A personnel resource use committee has developed and evaluated various alternative manpower schedules based on workload analysis information. A telephone reporting system (Tele-Serv) has been implemented and is responsible for diverting a monthly average of 19 percent of total calls for service from patrol. The Career Criminal Identification Unit has been expanded and has established a good relationship with the district attorney's Career Criminal Prosecution Program. Improved operations appeared to have resulted from this cooperation. Tables are included, and appendixes present a survey form; quarterly progress reports; a disposition sheet; and descriptions of the patrol survey, patrol supervisor training, and Tele-Serv.
