An overview of the intake process is presented, and the various treatment programs are described. The recent reorganization at Maxey is also discussed. Positive peer culture and guided group interaction are the primary treatment modalities used in the institutional programs. Data on programs and program outcomes have been collected since 1974. This evaluation focuses on the attainment of overall objectives of the Institutional Services Division from 1974 to 1978. Only one center was found to decrease the percentage of youth in care beyond 11 months. Other centers increased or remained the same in the percentage of youth released after 11 months. All centers provided effective intervention in accordance with program goals. This was true across attitudinal, behavioral, and educational variables. The percentage of youth arrested after 3 months from release has declined slightly over the 4-year period, from 28 percent to 25 percent. The arrest rate after 12 months has decreased from 54 percent to 48 percent. Institutional objectives for 1975 and 1976 are appended, along with 1977 data on success rate by program.
