The overall objective of the project was to allow for the development and use of a national criminal justice manpower planning strategy which would decrease the subjectivity characterizing current planning decisions while increasing objectivity and rationality in planning. The first two major tasks were the identification of those informational areas containing data required to make planning decisions in criminal justice and the identification of a system which would meet the following criteria: (1) capability to accept all types of manpower planning information and (2) the capability of conceptual organizations of manpower planning information in a way that meets the indigenous needs of each planning level. Four distinct data types were identified for the system: (1) conventional bibliographic -- books, journals, government documents, etc.; (2) extant agency data -- information found in criminal justice agencies, such as technical reports and policy statements; (3) numeric -- data on employment and personnel, revenue and expenditures, crime reports, etc.; and (4) legal -legal reference material. The system was designed to accommodate inquiries on specific issues, complex problems, document content, and research. The implementation of the system and evaluation and testing are described.
