The primary goal of Pemasyrakatan is to provide guidance and education for offenders according to the five basic principles of Indonesian life: (1) belief in one God, (2) the practice of humanitarianism, (3) the promotion of Indonesia as a nation, (4) the practice of democracy, and (5) the implementation of social justice. In addition to teaching inmates these principles, the treatment program emphasizes vocational training and the protection of offender rights. In addition to being trained in security procedures, correctional staff are trained in subjects that will facilitate their implementing treatment objectives. An offender classification system is used to determine offender housing assignment, educational programming, vocational training, and health services. The treatment system provides increased privileges for inmates according to their repentance and rehabilitative efforts. Increased privileges and less restrictive environments proceed through four levels, with progression earned by work and renewed merits. All institutions provide medical, dental, and hygienic services. Vocational training includes printing, tailoring, farming, and showmaking. Inmates showing good conduct are eligible for furlough, as well as parole. An offender sentenced to 1 year or less can be released on probation.
