Abstract
The Prison Overcrowding Emergency Powers Act was passed by the State legislature and approved by the Governor. This allows the corrections department to pursue its long-range plan for a statewide regional prison system and also specifies a process the State must follow when selecting a prison site. A court decision on crowding was issued in October which placed a ceiling on the number of inmates that the system could accept. In August, the Phoenix Correctional Facility, a medium-security prison for men, opened. Tables, charts, and figures present data pertaining to all prisonable offenses handled by the courts in 1980; statistics on the State's prisons and inmates, including prison population growth and critical incidents in each prison; actions taken by the Michigan Parole Board in 1980; current and historical data on corrections department employees; statistics on activities and growth of community programs; and actual and expected expenditures. Maps are also supplied.
