This annual report provides information on the activities of South Africa's Department of Justice and Department of Prisons from July 1, 1979 - June 30, 1980.
Abstract
During the past year, the Department of Justice emphasized training and development of staff to endure their optimum use. Training during the year consisted of courses and lectures on staff development, use, and evaluation; courses for prosecutors, court interpreters, examiners of deeds and estates, magistrates, and taxing masters, so as to better equip them to execute their duties at the operational level; and the provision of academic tuition to assist officers studying for a minimum legal qualification. Activities are described for the following branches of the Head Office of the Department of Justice: (1) Administration; (2) Internal Security, which is concerned with security legislation and with international affairs in which the department has an interest; (3) Legal Training, which is charged with the functional and academic training of officers attached to various divisions of the department; (4) Administration of Justice; and (5) Legislation. The Prison Service, which became part of the Department of Justice on November 1, 1980, divided all prison commands into three regional divisions, each under the command of a regional commissioner, to whom the management function in certain prison and personnel matters has been delegated. Although staff turnover and personnel shortages remain high, some small reduction in turnover has occurred. The Prison Service continues to give aid to independent black States, and there have been developments in various areas of specialized treatment for inmates. Information is provided on expenditures, personnel, liaison services, legal services, management auxiliary services, prison administration, releases, spiritual care of inmates, and prison industries.
