This document describes a manual input system for criminal appeals disposition reporting that can be used by intermediate appellate courts in New York State and is compatible with the State's existing computerized criminal justice information systems.
Abstract
The report first describes the present reporting system in the upstate criminal courts which has operated since 1962 with few changes. It provides data on dispositions and sentencing for summary tables which appear in the Judicial Conferences Annual Report. Many problems were discovered, including confusing and duplicative categories for classifying dispositions, different definitions of enumerated cases, laborious monthly tabulating procedures, and incomplete data. Dimensions of the reporting workload in the proposed design are estimated, followed by a brief outline of the appeals process. The description of the new reporting system covers the starting point for inputting data, indicative data, events to be reported, and the method of input. A new disposition classification scheme is presented, and areas of information that should be excluded from the system are identified, such as habeas corpus proceedings, stays of execution of judgement pending appeal, and motions. Reports that the new system can produce are listed. Finally, an implementation schedule and cost estimates are provided. The appendixes contain the proposed reporting forms and instructions, the dispositions reporting scheme and code, and samples of reports and forms from the present system.
