Findings of a technical assistance visit designed to analyze problems related to the administrative and organizational structure of the Vermont Attorney General's office, the Attorney General's use of investigators, and the acquisition of word processing equipment are presented.
Abstract
During the visit in September 1981, interviews were conducted with office staff members. The basic approach was to examine the office with reference to its functional responsibilities. The process steps of intake, accusation, trial, postconviction activities, and special programs were examined. Problem areas were identified and analyzed, and recommendations for improvement were developed. The team recommends evaluation of the present office workload to determine if it is feasible to consider expansion of services. Internal management programs to ensure effective communication between the Attorney General, the chief deputy, and the staff should be considered. All investigative personnel should be combined into one unit to be supervised by the chief investigator. In addition, more secretarial assistance should be obtained for the criminal appeals section, and a telephone system which maximizes efficiency in the office should be installed. An appendix is provided.
