Findings and recommendations of the Governors' committees concerning criminal justice planning in Iowa and West Virginia are presented; topics include juvenile delinquency, the criminal code, law enforcement, and adult corrections.
Abstract
The committees are comprised of central committees assisted by task forces that conduct indepth studies of specific topics. Membership on the committees represents both public and private sectors of the State. Committees work to identify noteworthy practices of police, court, and correctional agencies in the State; isolate the State's most pressing problems; perform an inventory of financial, procedural, and personnel needs; and assess the State's resources and agencies. With regard to juvenile delinquency, the Iowa Crime Commission recommends that all social agencies and institutions examine their programs to determine if they are enhancing or detracting from the quality of family life. All treatment should relate to the rehabilitative needs of the child and to the needs of the local community. A thorough criminal code revision should be undertaken in the State, and the unification of court structure is urged. Regional detention centers should be developed for adult offenders. The West Virginia Crime Commission recommends the establishment of a central statewide uniform records and data collecting system, development of a new intermediate court of appeals, standardization of statistical information record forms by all courts exercising juvenile jurisdiction, and replacement of the present jail system with regional detention and evaluation centers.
