The stated purposes of the Review Committee were to review the current standards for county jails, county juvenile detention centers, and municipal lockups, as well as to ensure that those standards could not be changed from one administration to the next without proper input from criminal justice experts and persons who must operate their facilities under those standards. Most of the changes recommended involve no substantive change; rather, they update and clarify language in the standards. One substantive recommendation proposes that the training of jail officers be implemented as soon as possible. A mechanism for this implementation is suggested. Another major change recommended is the addition of new section 6 to the Jails and Jailer Act which would require the sheriff to deliver to the Department of Corrections a verification of the number of days the prisoner was in custody at the jail and the inmate's medical record, with this to be done when a prisoner is transferred from the jail to the department. A third major recommendation is for the addition of new sections 19 and 20 in the Jails and Jailers Act to provide that the State Departments of Public Health and Mental Health provide assistance to the jails for particular purposes. A recommendation is also offered for the date of compliance for physical requirements for facilities.
