The first step in organizing a Neighborhood Watch program is to hold a neighborhood meeting in which neighbors can meet and learn about each other. Every participant should fill out a neighbor data sheet which will provide a record of neighbors' names, exact addresses, home telephone numbers, and business telephone numbers. A Neighborhood Watch group can be given more structure by appointing block captains. In addition, law enforcement personnel should be involved and assist with the program. Program components include a Neighborhood Watch sign, decal, and bumper sticker; a Neighborhood Watch patrol; a telephone call-up system; and sometimes, privatization of the neighborhood by erecting barriers to limit traffic or to set aside parking space for neighborhood use. A sample data sheet and samples of program signs are included, along with a list of what to look for and what to report concerning suspicious activity.
