The New York State Commission on Judicial Conduct reports on the 153 new authorized complaints of judicial misconduct for 1979 as well as 324 investigations carried over from 1978. Complaints led to the removal of nine judges.
Abstract
Most complaints involved nepotism and favoritism in appointments, political activity, improper financial management and recordkeeping, improper use of name for debt collection, failure to cooperate with the commission, and improper delegation of authority. The report briefly describes of all cases acted on and resulting in judge removal, censure, admonition, and resignation attributable to commission investigations. Appeals and challenges to Commission determinations and procedures are also reported. Appendixes present operating procedures, statistical analysis of complaints, reports of determinations rendered, and citations to commission cases.
