Abstract
The responsibility of various government officials in relation to riots and civil emergencies is indicated, including that of the Governor, who has ultimate responsibility in any major emergency, and local officials, who have the power and the duty to protect their communities. Aspects of riot prevention discussed are fair and firm law enforcement, constructive police-community relations, racial problems, grievances, intelligence operations, order in the public schools, dealing with unemployment, effective coordination of community services, and information dissemination about local government activity. The development of a comprehensive preparatory plan and organization for handling a riot is discussed, as 24 steps are briefly described. It is suggested that the local official charged with the responsibility of controlling civil disorder should categorize the task and delegate responsibility to experts in relevant fields. The guiding principle of riot operations is to meet the threat as soon as possible with overwhelming strength. All sections of the city must be occupied and controlled by the police, and the rioter should be arrested, prosecuted, and properly punished. The protection of vital facilities is particularly important. One of the most effective means of restoring order is the establishment of a curfew. Postriot activities should restore stability and provide aid to those injured and suffering loss from the riot. Further, the cause of the disorder should be determined and remedial action taken. Appended are an ordinance for a civil emergency, proclamation of a state of local emergency, proclamation of termination of state of local emergency, rules and regulations, and a local mutual aid agreement.
